It is permissible for the pilgrim, man or woman, who is doing Hajj or `Umrah to cut his or her own hair when exiting Ihram following Hajj or `Umrah , and it is also permissible for him or her to cut the hair of another person who wants to exit Ihram .
Shaykh Ibn `Uthaymin (may Allah have mercy on him) said:
“A pilgrim may shave his own head , or he may ask someone else to do it, which is different from the view of some scholars who said that if he shaves his own head he is doing something that he should not do. We say that he is not doing something that he should not do, rather he is shaving his head as part of the ritual." (Ash-Sharh Al-Mumti’ 7/328)
Shaykh Ibn `Uthaymin (may Allah have mercy on him) was also asked: If a woman cuts her own hair, does she owe any penalty?
He replied:
“No. If a woman cuts her own hair , or a man shaves his own head, or he has it shaved by someone who is in Ihram, or by someone who is not in Ihram, all of that is permissible." (Liqa’ Al-Bab al-Maftuh 224/42)
