In some mosques in many parts of the Muslim world, they read some verses from the Holy Qur’aan over loudspeakers before Jumu’ah prayers. What is the ruling on that?

Praise be to Allah, and peace and blessings be upon the Messenger of Allah and his family.
We know of no basis for doing that, whether from the Qur’aan, the Sunnah, or the actions of the Sahaabah or the righteous salaf (may Allaah be pleased with them all). According to the way you have described it, that is to be considered as one of the newly-invented matters which we should not do, because it is a newly-invented thing, and because it may distract those who are praying and reading Qur’aan from their prayers and reading.
