It is haram to miss Jumu’ah prayer. If you do not attend Jumu’ah without a valid reason, you will be committing a major sin. Whoever does not attend three Jumu`ahs (in a row) out of negligence has a seal placed over his heart.

      imaam was late one Friday so he recited the iqaamah and led the people in
      praying Zuhr

      there have to be one imaam and does he have to be the khateeb?

There is no proven evidence which states that a specific number is required for Jumu`ah prayer; for the prayer to be valid, it is sufficient for there to be three or more people.


Minimum Number for Jumu`ah Prayer

There is no sunnah prayer before Jumu’ah prayer. When the Prophet (peace and blessings be upon him) prayed Jumu’ah, he would enter his house and pray two Rak’ahs of Sunnah, and he commanded those who had prayed it to pray four rak’ahs afterwards.
