Tattoos are haram in all forms, whether they cause pain or not. Tattooing involves changing the creation of Allah. Prophet Muhammad cursed the one who does tattoos and the one for whom that is done.

It is not permissible for Muslim women to remove any hair from the eyebrows, whether it is to make them thinner or to reshape them, or for what is called cleaning, which means removing excess or scattered hairs.
