You can do wudu naked because uncovering the `awrah or wearing shorts does not invalidate wudu.

Hajj means travelling for the purpose of visiting the Ka`bah to perform the rites i.e., the actions and words reported in accounts of the Prophet’s (peace and blessings be upon him) Hajj.

Maniy requires performance of ghusl, but madhiy requires performance of wudu. Maniy is pure but madhiy is impure.
